The City of Hanover will receive Sealed Bids for the construction of Hanover Waterline Replacements, at the City Office located at 201 N. Railroad Street, Hanover, Kansas 66945 until Monday, March 1, 2021 at 2:00 p.m. local time.  Bids received after this time will not be accepted.  Bids will be publicly opened and read aloud immediately after the specified closing time.

The major items of work include: Base Bid Work consists of approximately 10,100 L.F. of 1″ & 2″ PE Service line and 31,290 L.F. of 4″ through 8″ C900 PVC distribution waterline to be horizontal directionally drilled under pavement with option to open cut under grass and gravel to replace existing Cast Iron waterlines. Approximately includes 215 LF dry jack and bore (2 bores), 90 gate valves, 350 service connections and AMR meters, AMR system, 50 fire hydrants, abandonments, site restoration (paving/concrete/seeding), erosion and traffic control, and appurtenances.  Deduct Alternates are part of Bid to allow reducing Work to best match available Construction Budget in a timely manner.

Bidding Documents.  Electronic copies of the Bidding Documents may be obtained through Issuing Office website:  http://www.cesengineering.com/plan-room/ .  Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.  Bidders must register with on the Issuing Office website to receive updates to bidding information.

Project Funding. This project is funded by USDA Rural Development  (USDA RD) and the Kansas Department of Commerce (KDOC) Small Cities Program.

COMPLIANCE WITH FOLLOWING REQUIRED:  Federal Davis-Bacon minimum wage rates under the contract (Davis Bacon Act), Section 3 of 1968 Housing & Urban Development Act ; Copeland “Anti-Kickback” Act; and the Contractor work Hours and Safety Standards Act.

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Federal prevailing wage rates to be paid under the contract, Section 3 of the 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act, and the Civil Rights Act of 1964.

American Iron and Steel Act  All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.  The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron.

Bid Security of 5% will be required in accordance with the Instructions to Bidders. Bidder qualifications may be required in accordance with Instructions to Bidders.

Owner reserves the right to reject Bids and to waive irregularities.
