The City of Mankato will receive sealed bids for the construction of Mankato Water Line Replacements at City Hall, 217 S. High Street, Mankato, KS 66596 until Thursday, January 6, 2022 at 2:00 p.m. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud, at City Hall, immediately after the closing time.
The major items of WORK include approximately 19,170 L.F. of 6 & 8inch C900 PVC water line; 9,160 l.f. 1 & 2 inch HDPE service line; to be bored and/or open cut to replace existing CIP water. Also includes approximately 27 fire hydrants; 97 – 2, 4, 6, and 8 inch gate valves, 170 service connections; 130 AMR meters (to match existing) with meter pits; abandonments, site/surfacing restoration, erosion and traffic control, and all other work and appurtenances for a complete and operating as intended system. Alternates include similar water line work to try and match construction cost to available budget. If not selected, will reduce the project quantities.

Bidding Documents. Electronic copies of the Bidding Documents may be obtained through Issuing Office website: http://www.cesengineering.com/plan-room/ . Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office. Bidders must register with on the Issuing Office website to receive updates to bidding information.
Bid Security of 5% will be required in accordance with the Instructions to Bidders. Bidder qualifications may be required in accordance with Instructions to Bidders.
Owner reserves the right to reject Bids and to waive irregularities.
Project Funding. This project is funded by USDA Rural Development (USDA RD) and the Kansas Department of Commerce (KDOC) Small Cities Program.
COMPLIANCE WITH FOLLOWING REQUIRED: Federal Davis-Bacon minimum wage rates under the contract (Davis Bacon Act)-applies to Prime and all subcontractors; Copeland “Anti-Kickback” Act; Fair Labor Standards Act and the Contractor work Hours and Safety Standards Act. Attention of bidders is called to the requirements as to conditions of employment to be observed and Federal prevailing wage rates to be paid under the contract, Section 3 of the 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act, and the Civil Rights Act of 1964.

American Iron and Steel Act All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron.
